|by Ven Tesoro It was summer of 2011, when a courtly lady visited my office at Davao Penal Colony. She introduced herself as Atty. Lourdes Nobleza-Vicente, representing a Muslim Non-Government Organization. Accordingly, she retired as Chief Legal Officer of the Office of Muslim Affairs and thereafter joined a Foundation tasked to monitor the welfare of Muslim inmates. She was married to one of Davao’s finest surgeons, Dr. Warlito Vicente, a member of Muslim royal clan and mother to Dr. Vince, an equally proficient medical practitioner. She came with a very confident and courteous flair. I was then the Penal Superintendent of the facility and Muslim inmates comprise around 15% of the entire population. She wanted to announce to her incarcerated constituency that assistance for them is forthcoming. She came with a very confident and courteous flair. I informed her that she may also want to visit the newly organized Correctional Institute for Women in Mindanao situated in the same prison reservation of Davao Penal Colony with a physical distance of 10 kilometers from the Main Camp. She took note and her gait was a picture of enthusiasm. The next day, Atty Vicente was back. I escorted her in her first visit to the Women’s prison. The lawyer was very spirited in her conference with correctional supervisors and a select group of female prisoners. She was also listening intently on issues which the officers and inmates were submitting. She knew that she would be spending much time to interact with her new clientele. Thus, the lady lawyer’s immersion in prison had began and which eventually would transform the fledging community into an ardent academe. I was surprised on her fervor to be of assistance to the women’s prisons. To think that the venue was remote and almost an hour and a half drive from her place and her program was not only sagacious and expensive on her part, government has no appropriation to sustain her project. She benevolently offered the officers and inmates a continuing educational program based on virtues and values. She inspired the officers to continue with formal education and provided the inmates with crash programs on value formation. She would be on site three days in a week for almost a year! She would also bring in resource persons from different Foundations and government agencies. On top of being a mentor on humanities, she would also take a role as counsel of officers and lawyer to inmates pro bono. It was real work, a template based on Love, Faith and Charity. Here is a retired government functionary who joined an NGO and would spend so much time and personal resources as volunteer program educator in the prison community. She was arguably one of Mindanao’s shining examples of demonstrable civic duty in the narrative of criminal justice administration.
Under the mantle of anonymity, Atty Lourdes Nobleza- Vicente radiated the genuine definition of philanthropy and unpretentious heroism.
